Does God Throw Dice?

God is the creator of all things, including the “natural” laws of probability that scientists routinely use to explain how the world works. Does God bind himself to his own laws of probability? There are at least 30 instances of “casting lots” in the Scriptures, some of which indicate that God may directly influence probabilistic outcomes, for example, “The lot is cast into the lap, but its every decision is from the LORD” (Proverbs 16:33).
